Engineering Outsourcing Manager - 08027

Plan, organize, coordinate and direct the outsourced engineering activities of vendors and suppliers to ensure that outcomes meet end-customer or market requirements, goals and objectives within prescribed time frames and funding parameters. Interface directly with management personnel and team members of outsourcing vendors and suppliers. Ensure that outsourced work is performed consistent with company engineering practices and requirements. Monitor and forecast outsourcing work performed and ensure sufficient supplier resources are available to meet defined schedules. Exercise a high level of independent judgment and initiative.

    Essential Duties and Responsibilities :
  • Other duties may be assigned.
  • Define and establish general corporate policies and procedures for selecting and evaluating engineering outsourcing engagements.
  • Manage and facilitate vendor source selection via established corporate guidelines and requirements. Develop RFPs.
  • Train, develop, and evaluate outsourcing vendor/supplier teams. Foster and maintain nurturing and long-term relationships.
  • Manage outsourcing engagements through complete project cycles.
  • Work with outsourcing vendors/suppliers to continuously improve outsourcing of engineering activities and ensure quality and timely deliverables within prescribed budget. Track and evaluate project status.
  • Review customer or market requirements and time frame, as well as internal funding limitations, to define particular outsourcing projects. Determine priority of work outsourced. Monitor budgetary guidelines.
  • Develop and prepare reports for management and customers on progress of outsourcing engagements. Review status reports and modify schedules or plans as required. Arrange and chair project reviews, meetings and conferences.
  • Coordinate project activities with other departments and regulatory or other governmental agencies as appropriate. Interface with internal Planning and Materials personnel as required.
  • Participate in due-diligence activities related to acquisitions and strategic partnerships, as appropriate.

    Education and/or Experience:
  • Bachelor’s degree in Engineering (or equivalent) plus 7-10 years’ related and intensive experience, to include engineering management, program management and/or supply chain management.
  • RF, wireless, analog, digital, DSP, and A/D design background is highly preferred.
  • Six Sigma and Lean manufacturing background is highly preferred.
  • Demonstrated ability to perform in an intense and dynamic environment with extremely tight deadlines and timeframes; ability to analyze and resolve unusual and/or often difficult and conflicting problems or situations.

Ability to present technical specifications and business terms and conditions in straightforward written and spoken language.

    Mathematical Skills
  • Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Reasoning Ability
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization or information exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to understand written and spoken contractual language.

    Computer Skills
  • To perform this job successfully, an individual should have knowledge of database software; internet software; project management software; spreadsheet software and word processing software.

    Other Qualifications:
  • U.S. Citizenship required.
  • Employees must be able to work in an environment with information/products covered in DTC’s Technology Control Plan (TCP).
  • This position can require frequent travel (about 25%) to domestic and foreign vendor sites and may include overnight travel. A U.S. Passport is required.
  • Security clearance is required or the ability to gain security clearance.
